Why delete the Category:People from Suffolk County, Massachusetts Goodrich was from Boston and Boston is Suffolk County, Massachusetts

Which is exactly the point. Since there is a Category:People from Boston, Massachusetts, of which a parent category is Category:People from Suffolk County, Massachusetts, inclusion in the first means automatic inclusion in the second according to standard category hierarchy.
